New Bill Requiring Air Conditioning in All Rental Units

On July 16th, 2019, Councilmember Tom Hucker presented a bill that would require all landlords to provide and maintain air conditioning service for their rental housing in Montgomery County.

Bill 24-19, titled “Landlord Tenant- Relations – Obligations of Landlord – Air Conditioning”, would require all landlords to provide air conditioning services that keep an inside temperature of eighty (80) degrees Fahrenheit or less between May 1 and September 30.The air conditioning service must also be maintained so that it is safe and in good working condition. The full text of the bill can be found here.

The next step in the legislative process is for the bill to be considered by the Council’s Planning, Housing and Economic Development (PHED) committee. The PHED committee will hold its first work session on the bill on Monday, September 23rd at 2 pm at the Council Office Building in Rockville – 100 Maryland Ave.
